Sometimes, when who, that, whose and which is used, confusion about the choice of appropriate verbs sets in. The law of concord provides that who will refer to the noun or pronoun that comes before it and that noun or pronoun must become the subject. In the sentence above, who refers to the "fanatical sports fans" which is now the subject and it attracts the plural verb "talk" (plural of talks). But this does not change the fact that "Joel talks about nothing else", however, Joel is one of those "fanatical sports fans who talk about nothing else."
