After Lord Frederick Lugard's 1914 amalgamation of Northern and Southern Nigeria, the first law-making body established was the Nigerian Legislative Council in 1922. This body was introduced under the Clifford Constitution and replaced the earlier Nigerian Council (which was more of an advisory body).

The Legislative Council was responsible for making laws for the Colony and Protectorate of Southern Nigeria, while the Governor continued to rule Northern Nigeria by proclamation.
