In a federal system such as Nigeria the local governments are directly responsible
to the federal or central government
to the state government
to no other level of government
to the federal and state governments
to any level of government which can provide money for its programmes

According to the 1979 constitution that birthed third tiers government, the local government is solely responsible to the state government. It is also known as grass-root government.
