Military regimes in West Africa have often included civilians in their governments because civilians possess the necessary experience, expertise and knowledge of governance that military officers typically lack. While military officers may have control over the armed forces and security, civilians are often more familiar with the complexities of administration, law, economics and other aspects of government.
