Government can be made responsible and accountable to its citizens through the following methods except
periodic change of government
demonstration
political education
public opinion

Governments are held accountable if citizens can punish and/or reward the government to influence it to pursue the best interests of citizens. Demonstration can lead to violence causing loss of lives and properties. It isn't a reasonable way of holding one's government responsible and accountable
