In a community without government, issues such as insecurity, lawlessness and political anarchy are commonly experienced due to the absence of organised structures to maintain order, enforce laws and provide security. However, planned development is not experienced in such a community.
Planned development requires structured governance to create and implement development plans and policies. Without a government, there is usually no organised mechanism for planning and executing development projects.
