The cabinet system emphasises the rule of law by ensuring that government actions are subject to legal frameworks and accountability. It promotes equality before the law and safeguards individual rights, which are fundamental to the principle of the rule of law. 

Communist systems, though, emphasise equal opportunities and equal distribution of wealth, often struggle to uphold the rule of law in practice. While the ideology of communism emphasizes equality and fairness, the legal systems in many communist states have historically been used as tools for state control rather than as frameworks for ensuring justice and accountability. For example, the judiciary in such systems is often subordinated to the ruling party, which undermines the independence of the law.
