the prime minister combins the executive and ceremonial functions
the president can dismiss any minister without much hindrance
th ministers are responsible individually to the president

It is the basic principle of this system that two organs, legislature and executive share their powers. Separation of powers is not strictly observed unlike the presidential system of government
