Democracy is a form of government in which people participate in the decision-making process. In a democratic system, citizens have the right and opportunity to participate in the decision-making process, typically through voting, engaging in public debate and holding their elected representatives accountable. This participation ensures that the government reflects the will of the people.  While the other options are related to aspects that can be encouraged or facilitated by a democratic system, they do not define democracy itself.
