We know that, $E=\frac{h c}{\lambda}$
$$ \therefore \lambda \propto \frac{1}{E} $$
For minimum wavelength, energy must be maximum which is possible from transition $n=3$ to $n=1$.

For minimum wavelength, energy must be maximum which is possible from transition $n=3$ to $n=1$.
