The use of a Prime Minister as the head of government is the defining feature of a Parliamentary system (also known as the Westminster model). In this system, there is usually a distinction between the Head of State (a Monarch or President with ceremonial powers) and the Head of Government (the Prime Minister, who holds executive power).
