Explanation
Red-tape refers to time-consuming regulations or bureaucratic procedures. The absence of red-tape is one of the merits of a unitary structure. WIthout the several levels that accompanies a federal structure (central, state and local) or a confederal state (central and autonomous unit), decisions are made faster without the need for processing and approval from a higher level.
