The Caliphate was divided into emirates and each headed by an emir. The Emir was the traditional ruler and held significant political, judicial, and religious authority within the emirate. The Emirate Council, composed of various officials and advisors, assisted the Emir in governance, but the ultimate authority resided with the Emir.
