Federal character and inequality was not a part of the 1979 constitution fundamentals. The 1979 Constitution emphasised principles such as democracy, social justice, national integration and the provision of maximum welfare, but it did not specifically include federal character and inequality. Instead, the principle of federal character and measures to address inequality were more prominently addressed in later constitutions and policies.
