Explanation
During the creation of Richard's Constitution of 1946, Richards recommended that the constitution should remain in force for 9 years with a limited review after three and a half years. However, Richards left the country and the next governor, Sir John Macpherson (1947-1954), advocated for fresh constitutional reform, which led to the creation of the Macpherson Constitution of 1951.
