The major factor that influenced the formulation of Nigerian foreign policy in the First Republic was the colonial legacy.

According to J.U. Anyaele (1994), we can rightly agree that the colonial legacy fore-ordained our foreign policy initially. This is one of the major reasons why the Balewa Administration maintains close relations mainly with Britain and other commonwealth countries.
