The rule of law implies that
judges interpret the law
lawyers interpret the law
everyone is subject to the law
the legislature makes the law

Explanation

rule of law simply means that politicians govern within their powers, the law applies equally to all and that the law is certain.  The authority and influence of law in society, especially when viewed as a constraint on individual and institutional behavior; the principle whereby all members of a society are considered equally subject to publicly disclosed legal codes and processes." The phrase "the rule of law" refers to a political situation, not to any specific legal rule.
