To "cut in" means to interrupt someone while they are speaking. Our culture does not allow children to interrupt when an elderly person is speaking. "Cut of" and "cut on" are not phrasal verbs and do not make sense in any context. "Cut off" means to stop the supply of something. E.g. "He cut off the electricity supply until they paid their rent"
