The statement “Behold your gods, O Israel, who brought you up out of the land of Egypt” was made by King Jeroboam after he made two golden calves and set them up in Bethel and Dan. He did this to stop the Israelites from going to Jerusalem (in the southern kingdom of Judah) to worship, thereby consolidating his rule over the northern kingdom of Israel.

1 Kings 12: 28 (RSV):

“So the king took counsel, and made two calves of gold. And he said to the people, ‘You have gone up to Jerusalem long enough. Behold your gods, O Israel, who brought you up out of the land of Egypt.’”
