 Democracy, by definition, is based on the principles of political equality, individual rights, and the rule of law. It aims to limit the concentration of power and allows for the participation of citizens in decision-making. Therefore, authoritarianism is least inherent in a democracy.  Feudalism is a hierarchical system where power is concentrated in the hands of a few and this can lead to authoritarian rule at the local level. Fascism is inherently authoritarian as it centralises power in a dictatorial leader and emphasises total control over society and the state. Monarchy, especially in absolute forms, can have authoritarian elements, with power vested in a single ruler, although modern constitutional monarchies limit this power.
