“Shouldn’t we rather go home?”

This phrasing is used to suggest or propose an action in a polite and somewhat rhetorical manner. We use "can't" when we are questioning someone's ability to do something. "Won't" is more about future actions and does not fit well in this context, especially with the use of the word "rather" in the sentence which suggests that the speaker is trying to make a suggestion rather than talk about future actions.
