The term, rule of law means
nobody is above the law
everybody is equal before the law
we are being governed by lawyers

Because that is true nature of what the term “rule of law". According to Prof. A.V. Dicey who propagated the theory of the rule of law, implies that nobody is above the law; all are equal before the law.
