Effector organs are organs that respond to signal from the nervous system. 

The tongue contains muscles that allows it to move and change shape in response to signals from the nervous system as it can move food around in the mouth during chewing.

The skin also responds to various stimuli such as temperature changes, pain, touch or pressure. So, it is an effector organ.

The ear glands are also effector organs as they produce earwax in response to the nervous system.The cerumen(ear wax) help protect the ear canal by trapping dirts, bacteria  and other small particles.

Conversely, the nose bridge is not an effector organ because it is only a structural part of the nose which provides support and shape. It doesn't have the ability to respond to stimulus from the nervous system or perform any specific function in response to stimuli.
