2Y = -3X - 1
\(\frac{-3}{2}X - \frac{1}{2}\)
Gradient of 3X + 2Y +1 = 0 is -3/2
Gradient of a line perpendicular to 3X + 2Y + 1 = 0
\(=-1 \div \frac{3}{2}\)
=-1 \(\times \frac{-2}{3} = \frac{2}{3}\)
