The exercise of political power primarily involves allocating values, which means making decisions about who gets what, when and how in society. This concept, introduced by political scientist David Easton, refers to the way governments distribute resources, rights and responsibilities among citizens through laws, policies and governance structures. While winning elections is a way to gain political power, exercising political power involves much more than just winning office.
