WAEC - Government (2000 - No. 2)

Freedom of speech is a fundamental human right enjoyed by citizens but it may be limited if
loyalty is not shown to the ruling party
it exposes the wrong-doings of the government
it endangers the security of the state
it is used to cause embarrassment to the judiciary

Explication

Freedom of speech can be restricted when it threatens national security, such as inciting violence, terrorism or causing panic. This is a widely accepted limitation in many democratic systems.
