The Richards Constitution of 1946 was the first to introduce the concept of regionalism in Nigeria. It created regions—specifically the Northern, Western and Eastern regions—as part of the administrative structure. This was a significant shift from the earlier, more centralised system. The Richards Constitution sought to accommodate the diverse ethnic and cultural groups within Nigeria by establishing a system that allowed for regional representation and decentralisation of governance.
