Erläuterung

In a federal system, both central and regional (state or provincial) governments exist, which means that some functions or services are duplicated at both levels. For example, each state may have its own ministries of health, education and transport, while the federal government may also have similar departments. This duplication of administrative functions and resources leads to higher costs.
