One of the major challenges faced by the New Partnership for Africa's Development (NEPAD) is the over-reliance on foreign aid. This dependence often comes with conditions that may not align with the development goals of the African countries. It also creates a dependency syndrome that hinders self-sustained growth and development. The other options like absence of a common platform for debate, arms race among member states, and absence of technology transfer, while they may be challenges, are not as formidable as the over-reliance on foreign aid.
