This was initiated by Nigeria to provide technical assistance and expertise to fellow developing countries, particularly in Africa, the Caribbean, and the Pacific. The scheme involves sending Nigerian professionals (doctors, engineers, teachers, etc.) to these countries to help build their capacity in various sectors.
