The verb 'to be' (i.e. am, is, are, were, been and being) does not. take an object. This means that the pronoun that comes after it must be a subject. E.g. 

1. It is I who gave you that pen.

2. It was they not we, who jumped the fence.

The sentence "It is always ________ that gets the blame" therefore, takes the subject "I" as in:

"It is always I that gets the blame."
